What is delivered?
Layout, type and colour applied to pages that have already been decided: what exists, what each one is for, and what it asks of a visitor. Designed at real breakpoints, reviewed in a browser at real widths and on a real phone, not as flat pictures of a website.
Why after the architecture?
Because designing pages before you know which pages exist produces a beautiful home page and nothing underneath it. The architecture decides what has to be designed, and it's the part that decides whether the site can be found at all.
What about the things nobody designs?
The empty states, the error messages, the form on a bad connection, the page with one item in the list instead of nine. Those get designed too, because they're where a visitor is most likely to give up and they're always the first thing skipped.
