What is delivered?

Transition and interaction specs with the durations and easings written down, loading and empty states, a logo animation where there's a use for one, and animated assets for ads and social cut to each placement's ratio.

How is it kept from being decoration?

Every movement has to survive one question: what does this tell the person watching? If the answer is nothing, it comes out. Motion that only signals effort costs load time and patience, and on a slow connection it costs the visit.

What about people who don't want it?

Reduced motion is honoured properly rather than as an afterthought, which means the interface still communicates the same things with the movement switched off. It's a real accessibility requirement, not a toggle nobody tests.
